The ASCOR framework methodology note - version 1.2 outlines how countries are evaluated on their management of climate change and alignment with global climate goals, including the Paris Agreement. Developed as part of the Assessing Sovereign Climate-related Opportunities and Risks (ASCOR) initiative, the methodology provides investors with a transparent, indicator-based framework to assess sovereign climate risks, opportunities and transition readiness.
The framework assesses countries across three core pillars: emissions pathways, climate policies, and climate finance, using a combination of quantitative metrics and qualitative indicators derived from publicly available data. This structure enables consistent comparison of countries’ progress on emissions targets, policy implementation and climate-related financial commitments, supporting investor decision-making in sovereign bond markets.
This version 1.2 update builds on two earlier versions of the ASCOR methodology, incorporating improvements based on research findings, policy developments and stakeholder feedback. Updated annually, the framework enhances robustness and transparency, providing an independent, open-access tool to assess sovereign climate performance and alignment with the low-carbon transition.
